Landplan Engineering
was retained by the City of Liberty in September 2000 to provide
surveying and engineering design for the rehabilitation of existing
streets, water mains and storm drainage facilities in the Virginia
Heights neighborhood. The neighborhood suffered from substandard street
conditions – narrow open ditch roadways with poor vertical sight
distance and drainage – as well as undersized water mains. The goal of
the project was to improve roadway grades for sight distance, provide
curb-and-gutter street sections with an enclosed storm sewer system to
alleviate flooding problems, and increase fire flow by upsizing the
older mains within the subdivision.
Landplan developed five different roadway sections with section widths
varying from 22 feet to 26 feet and segments superelevated to minimize
the construction limits. Once the roadway grades and sections were
conceptually established, Landplan led the first of three public
meetings with the City. Residents interacted with Landplan and City
staff to discuss concerns such as tree preservation, flooding, easement
and right-of-way acquisition, and sidewalk and retaining wall locations.
Landplan provided full plans, specifications and cost estimates for the
City to bid the project. Landplan attended a pre-bid meeting, provided
assistance during bidding, and attended the bid opening. Landplan
provided construction assistance and final record as-built drawings at
the completion of construction.
