Greenfield development often involves agricultural land being brought into a city and rezoned for the planned development. Annexation may be voluntary or by city-initiated action. Developments generally proceed voluntarily into annexation as a means of accessing city-provided services. Voluntary annexations generally do not require public hearings other than consideration by the appropriate municipal commissions. Once a parcel is annexed, a rezoning request may proceed if zoning other than the city’s default zoning for the parcel is desired. Rezoning may be sought for parcels long within a city as well. Generally, rezoning requests will be received favorably if the requested zoning is in compliance with a comprehensive land use plan adopted by the city. Rezoning requests are also often approved where the requested zoning is compatible with surrounding land use planning and/or existing use.
