MANAGEMENT AND ADMINISTRATION
Philip W. Struble, PE
Philip W. Struble, PE, President and CEO of Landplan Engineering, is a
graduate of the University of Kansas. He received a Master of Business
Administration degree in 1981 and a Bachelor of Science in Civil
Engineering degree in 1979. Philip holds professional engineer
registration in several midwestern states. Prior to joining Landplan in
1987, Philip worked for several engineering firms in the Denver,
Colorado area. Philip was named President and CEO of Landplan
Engineering in 1997. He is an active member of numerous professional
engineering and management societies. He is also a member of the
Lawrence Chamber of Commerce Board of Directors.
At Landplan Engineering, Philip is responsible for the overall
operations and management of the firm. In addition, he advises on the
technical design of all engineering projects completed by the firm. This
responsibility includes conceptual design, computer applications,
continuing education and staffing. Project designs include mining
operations, stormwater collection and treatment, process water
treatment, large volume water transfer, public hearings and various

Christopher M. Storm, PE
Christopher M. Storm, PE serves as manager of Landplan Engineering’s
Lawrence civil engineering department. His responsibilities include
directing the staff of engineers, technicians and draftsmen, and
ensuring the technical quality of projects. Foremost among his areas of
expertise are stormwater management facility design, and hydraulic and
hydrological analysis. Chris holds a Master of Science in Civil
Engineering from the University of Kansas and a Bachelor of Science in
Civil Engineering from Iowa State University. A registered Professional
Engineer, he is a member of the American Society of Civil Engineers and
National Society of Professional Engineers.

ARCHITECTURE & PLANNING
– Lawrence Office
Tim A. Herndon, RLA, ASLA
As Landscape Architecture and Planning Manager of Landplan’s Lawrence
office, Tim Herndon is responsible for the management and design of land
planning projects, at regional and site-specific scales. Tim works
hand-in-hand with clients, subconsultants, public and private agents,
and governmental authorities to ensure success during concept
development, design development, project review and approval processes.
His responsibilities also include quality control, department
administration, and fostering and maintaining client relationships.
Tim’s Bachelor of Landscape Architecture degree is from the University
of Arkansas and he is registered in Kansas and Missouri. He is a member
of the American Planning Association and American Society of Landscape
Architects. Tim also serves as Chair of the City of Lawrence Board of

SURVEYING
John E. Selk, PE, PLS
A graduate of the University of Kansas with both a Bachelor and Master
of Science in Civil Engineering, John Selk manages the activities of
five survey crews for Landplan Engineering. He also provides specialized
expertise in the areas of geometric and signalization design, traffic,
transportation and surveying considerations. He is experienced in
street, road, highway and parking design and construction; land
surveying; waterline, sanitary sewer and storm sewer design and
construction; and drainage studies. Survey experience includes numerous
rural boundary surveys, plats, and construction staking of urban and
rural subdivision improvements, including streets, drainage structures,
storm and sanitary sewers, waterline, buildings, and parking lots;
floodplain surveys and elevation certifications; property ownerships;
utility rights-of-way and easement limits; high-pressure natural gas
line locations for easement modifications; and section corner recovery
and monumentation. John is a member of the American Congress on
Surveying & Mapping, American Society of Civil Engineers, City of
Lawrence Aviation Advisory Board, City of Lawrence Traffic Safety
Commission, Institute of Transportation Engineers, Kansas Association
for Uniform Traffic Control, Kansas Association of Mappers, Kansas
Society of Land Surveyors, Missouri Association of Registered Land
Surveyors, and Missouri Valley Section, Institute of Traffic Engineers.

T. Jeffrey Martin, PE
T. Jeffrey Martin, PE is responsible for overseeing the operation of Landplan Engineering’s Kansas City office. He is experienced in all phases of design services including residential and commercial development projects; and street, sanitary sewer, drainage, waterline, and bridge design. Jeff received a juris doctorate from the University of Kansas; a Master of Business Administration from the University of Southern California; and a Bachelor of Science in Engineering from Arizona State University. A registered engineer, he is a member of the American Society of Civil Engineers.

Matthew L. Murphy, PE
Matthew L. Murphy, PE serves as manager of Landplan Engineering’s Kansas City civil engineering department. His responsibilities include directing the staff of engineers, technicians and draftsmen, and ensuring the technical quality of projects. He has a broad experience in site development, including site utility layout, grading, drainage modeling, and detailing for both commercial and private development. Matt has extensive knowledge of the development review processes through local and state agencies. He earned his Bachelor of Science in Civil Engineering degree from Texas A&M University. Matt is a member of the American Society of Civil Engineers, ASTM International Standards (Member of Concrete Pipe, Soil and Rock, and Plastic Piping Systems Committees), and Missouri Floodplain & Stormwater Managers Association. Alan D. Mackey, RLA, ASLA
Alan D. Mackey, RLA, ASLA serves as lead designer
and project manager for diverse landscape
architectural projects that include comprehensive
planning, site master plans, park master plans,
community planning, site development plans, and
streetscapes. As Landscape Architecture & Planning
Manager in Landplan’s Kansas City office, Alan’s
responsibilities include project oversight, staff
coordination, participating in and presenting at
public meetings, and developing and maintaining
client relationships. He is a graduate of Iowa State
University with a Bachelor of Landscape Architecture
and a member of the American Planning Association
and American Society of Landscape Architects.

– Junction City Office
Janelle N. Phillips, PE
Janelle N. Phillips, PE serves as Director of Operations of Landplan Engineering's Junction City office as well as project manager for civil engineering projects. Her experience as
project manager has ranged from large government projects to smaller
commercial and residential projects. These projects have included
grading, infrastructure design, structural design, utility design,
roadway design, sanitary sewer pump stations, and stormwater collection
design, including stormwater quality. Janelle holds a Master of Science
in Civil Engineering from Kansas State University and a Bachelor of
Science in Civil Engineering from the University of Kansas. She is a
member of the American Society of Civil Engineers, National Society of
Professional Engineers, Society of Women Engineers, and Theta Tau
