Landplan Engineering was selected in 1994 to accomplish this comprehensive Master Plan for the City of Columbia, Missouri. Major areas of focus included the development of a system of greenways and trails and facilities, programs and operations evaluation and recommendations. In accomplishing this work, Landplan Engineering:

• Inventoried and analyzed existing parks, programs, trails and operations/maintenance.
   
• Conducted a series of public forums to gain citizen input.
   
• Conducted a citizen survey for statistically valid information.
   
• Evaluated trends and existing facilities/programs.
   
• Developed recommendations for capital improvements, as well as modifications to existing programming, operations and financing methods.
   
• Developed a 10-year Agency Action Plan.

Recommendations of the Master Plan included the development of an inter-connected system of trails and greenways, a new community center, acquisition methods, operations and maintenance improvements, physical facility development, and alternative financing sources.
